Survivors Assistance Program

The central purpose of the Survivors Assistance Program is to provide trauma-informed, person-centered, comprehensive care management and employment-related services, facilitating timely access to vital services survivors of human trafficking need in order to stabilize and re-establish their ability to live independently.

Case Management Services

These comprehensive services provided through Trafficking Victim Assistance Program (TVAP) include, but are not limited to, receiving emergency assistance, housing, safety planning, basic needs, health, legal, education, employment, language, and assistance in accessing HHS Certification to attain access to further resources and assistance to the same extent as refugees.

Persons qualified for services under this program (qualified persons or participants) are:

  • A foreign national adult potential victim of a severe form of trafficking who is seeking a Certification Letter from HHS and who is actively pursuing T nonimmigrant status and/or Continued Presence (CP) issued by the U.S. Department of Homeland Security (DHS)
  • A foreign national potential victim of a severe form of trafficking who is under 18 years of age (minor) and is seeking an Eligibility Letter from HHS
  • A foreign national victim of a severe form of trafficking who has received HHS Certification
  • A foreign national under 18 years of age who has been subjected to a severe form of trafficking

Employment Services -

Dignity of Work

The services and client resources administered through Dignity of Work are designed to address employment and education-related gaps, enhance existing skills, and progressively support enrollees toward self-sufficiency through the provision of specialized employment and job readiness services.

Dignity of work's main program objectives are to:

  • Prepare survivors of trafficking to enter employment within 120-180 days of eligibility
  • Increase knowledge and coordination among case management and employment services providers to best support clients’ reaching self-sufficiency
  • Develop and deliver effective tools and resources for survivors to enhance readiness and success in achieving dignified employment and self-sufficiency

Dignity of work program is open to both U.S. citizens and foreign nationals residing in the United States. In order to be eligible, a participant must:

  • Meet the federal definition of a victim of a severe form of trafficking as defined in the Trafficking Victim Protection Act (TVPA)
  • Be 16 years and older
  • Be stable and ready to enter the workforce (i.e., psycho-social needs are met or being addressed)
